Climate Risk Management by\u00a0Lisa Dilling, Meaghan Daly, Douglas Kenney, Roberta Klein, Kathleen Miller, Andrea Ray, William Travis, and Olga Wilhelmi<\/p>\n Abstract:\u00a0In this paper we examine current\u00a0policies<\/a>\u00a0to combat\u00a0drought<\/a>\u00a0in\u00a0urban areas<\/a>\u00a0in the\u00a0United States<\/a>\u00a0to illuminate lessons learned for building\u00a0climate<\/a>\u00a0adaptive capacity. We conducted interviews with practitioners involved in drought management at\u00a0urban water<\/a>\u00a0utilities across the U.S. to understand: 1) both short- and long-term actions taken in response to drought; 2) perceptions of what constitutes an \u2018effective\u2019 drought response and whether and how this was measured; and 3) limitations to drought response. We apply\u00a0criteria<\/a>\u00a0from a theoretical framing of adaptive capacity and then ‘reason by analogy’ to understand how adaptive capacity may be built or constrained in the future by such responses, including how future actions may be otherwise limited by political, social, physical and other factors. We find that drought responses overall are seen as successful in reducing\u00a0water demand<\/a>\u00a0and helping to maintain system reliability, but can also reduce\u00a0flexibility<\/a>\u00a0and introduce other limitations. Public perception, the multi-purpose nature of water,\u00a0revenue<\/a>\u00a0structures, expectations and other\u00a0social factors<\/a>\u00a0play<\/a>\u00a0a dominant role in constraining drought response options. We also find that some urban water utilities face challenges in\u00a0measuring<\/a>\u00a0the effectiveness of demand reduction\u00a0strategies<\/a>\u00a0because it can be difficult to attribute water\u00a0savings<\/a>, especially those related to outdoor\u00a0water use<\/a>.
