We conducted interviews with practitioners involved in drought management at\u00a0<a title=\"Learn more about Urban Water\" href=\"https:\/\/www.sciencedirect.com\/topics\/earth-and-planetary-sciences\/urban-water\">urban water<\/a>\u00a0utilities across the U.S. to understand: 1) both short- and long-term actions taken in response to drought; 2) perceptions of what constitutes an \u2018effective\u2019 drought response and whether and how this was measured; and 3) limitations to drought response. We apply\u00a0<a title=\"Learn more about Criterion\" href=\"https:\/\/www.sciencedirect.com\/topics\/social-sciences\/criterion\">criteria<\/a>\u00a0from a theoretical framing of adaptive capacity and then &#8216;reason by analogy&#8217; to understand how adaptive capacity may be built or constrained in the future by such responses, including how future actions may be otherwise limited by political, social, physical and other factors. We find that drought responses overall are seen as successful in reducing\u00a0<a title=\"Learn more about Water Demand\" href=\"https:\/\/www.sciencedirect.com\/topics\/earth-and-planetary-sciences\/water-demand\">water demand<\/a>\u00a0and helping to maintain system reliability, but can also reduce\u00a0<a title=\"Learn more about Flexibility\" href=\"https:\/\/www.sciencedirect.com\/topics\/social-sciences\/flexibility\">flexibility<\/a>\u00a0and introduce other limitations. Public perception, the multi-purpose nature of water,\u00a0<a title=\"Learn more about Revenue\" href=\"https:\/\/www.sciencedirect.com\/topics\/social-sciences\/revenue\">revenue<\/a>\u00a0structures, expectations and other\u00a0<a title=\"Learn more about Social Factors\" href=\"https:\/\/www.sciencedirect.com\/topics\/social-sciences\/social-factors\">social factors<\/a>\u00a0<a title=\"Learn more about Drama\" href=\"https:\/\/www.sciencedirect.com\/topics\/social-sciences\/drama\">play<\/a>\u00a0a dominant role in constraining drought response options. We also find that some urban water utilities face challenges in\u00a0<a title=\"Learn more about Measurement\" href=\"https:\/\/www.sciencedirect.com\/topics\/social-sciences\/measurement\">measuring<\/a>\u00a0the effectiveness of demand reduction\u00a0<a title=\"Learn more about Strategy\" href=\"https:\/\/www.sciencedirect.com\/topics\/social-sciences\/strategy\">strategies<\/a>\u00a0because it can be difficult to attribute water\u00a0<a title=\"Learn more about Savings\" href=\"https:\/\/www.sciencedirect.com\/topics\/social-sciences\/savings\">savings<\/a>, especially those related to outdoor\u00a0<a title=\"Learn more about Water Consumption\" href=\"https:\/\/www.sciencedirect.com\/topics\/social-sciences\/water-consumption\">water use<\/a>.
