It&#8217;s now published and in the <a href=\"http:\/\/www.worldpolicy.org\/journal\/spring2012\">Spring 2012<\/a> edition of the <a href=\"http:\/\/worldpolicy.org\" target=\"_blank\">World Policy Journal<\/a>.
